In this edition of the Bail News Roundup, we found that new proposed legislation in Canada could affect bail and law enforcement officials working on this side of the border. This past week, the AboutBail.com staff was also debating a new idea for immigration laws - do you think that the Orlando Sentinel writer who proposes bonds for all immigrants is onto something? This week, the stories that got us thinking were:

Colorado Springs Fugitive Caught, Thanks to Bounty Hunter
COLORADO - Television Personality and bounty hunter Duane "Dog the Bounty Hunter" Chapman was in Colorado Springs recently, where he and his team arrested 12 fugitives, among them Melissa Lucero, (alias: Melissa O'Hara), accused of forgery and theft. Lucero was the vice president of a bank before methamphetamine addiction affected her life. As a part-time resident of Colorado Springs, Chapman wants to crack down on crimes and on meth-related offences in the area. (KKTV - News 11, June 27, 2007)

New Canadian Weapons Laws Could Affect US Professionals
ONTARIO - The Canadian federal government may introduce new regulations which would allow some foreign law enforcement officers to carry weapons into Canada. It is hoped that the move would improve border safety. The new rules would exempt US officers -- such as police and air marshals -- from being labeled "foreign state" officers. This would mean that these officers may not have to obtain permits for sidearms. No import and export permit would be needed for Canadian or US officers. So far, it is unclear whether bounty hunters would be among the professionals allowed to bring weapons across the border. (CTV News, June 25, 2007)

Controversial Proposal about Bail Bonds Delayed
CALIFORNIA - The Santee City Council has delayed discussions about a hotly contested proposal that would see bail bond businesses in the city tightly restricted. The proposal demands a 45-day moratorium on city permits that would expand, renovate or establish bail bond offices. The council has stated that discussion of the issue will not be brought up again until next month. It is likely that council member absences are the reason for the deferment. LAX Shootout Injured Alleged Fugitive
CALIFORNIA - An alleged bail-jumper was injured in a shooting near West Century Boulevard and Vicksburg Avenue in Westchester, near the Los Angeles International Airport, this past week. The suspect was taken to the hospital. The incident occurred when four bondsmen chased the suspect, whose name has not been released. The suspect crashed into a utility pole and a shootout followed. The man tried to run, but was apprehended after suffering wounds to his ear and back. (DailyBreeze.com, June 23, 2007)

Omnilink and the National Bail Agent Association Partner Up
ATLANTA - The Professional Bail Agents of the United States (PBUS), the largest national bail agent association in the US, has inked a deal with Omnilink. Omnilink is to provide members of the PBUS with Focalpoint offender monitoring solution at special rates. The monitoring solution is the only product in the industry that is capable of tracking people where other GPS systems cannot. The unit is also waterproof. The company claims that the device will help bail agents, bondsmen and other professionals, since the technology will not allow fugitives to escape by ducking into public transports or buildings. Are Immigration Bonds the Answer?
FLORIDA - Immigration legislation considered by Congress would potentially track and monitor immigrant workers by implementing a guest-worker program and Z Visa. This past week, an Orlando Sentinel writer suggested a new solution: guest-worker accountability bonds, to be used in conjunction with the proposed legislation. The same U.S. insurance companies that currently underwrite bail bonds would issue the bonds. All new immigrants with a Z Visa would have to get the bonds. Any immigrants who violated the terms of their stay could be apprehended by the bail-bond agent writing the visa or bond. The agent could then turn the felon over to authorities for deportation.
